Start with the governing jurisdiction
The same zoning code can mean different things in neighboring cities and counties. Confirm who governs the parcel first.
Translate the code into plain English
Identify uses generally allowed, minimum lot size and width, density, setbacks, height, coverage, parking, overlays, and special approvals.
Match the rules to the project
Ask whether the actual plan—a home, ADU, duplex, subdivision, cabin, commercial use, or remodel—fits the parcel.
Separate mapped evidence from approval
Official GIS is useful screening evidence. Written confirmation, permits, and site-specific professional work still control the final decision.
