Buildability is not one data point or score. It is a sequence of legal, physical, infrastructure, financing, and approval decisions.
Legal use
Zoning must allow the intended project, and overlays, critical-area rules, subdivision standards, or special approvals can change the path.
Usable building area
Floodplain, wetlands, slopes, setbacks, easements, and septic areas can reduce the practical part of the parcel.
Access and infrastructure
The property needs insurable legal access, an approvable entrance, and utilities or onsite systems that fit the budget.
